Position Overview
arenaflex is hiring a Remote Senior Manager of Care Management to lead clinical and operational strategy for our Texas Medicaid programs. This is a high-impact leadership role for an experienced, licensed clinical professional who is passionate about driving better health outcomes for vulnerable populations. The Senior Manager will develop, implement, support, and promote health services strategies, policies, and programs that deliver exceptional, value-based care to arenaflex Better Health of Texas members.
Reporting directly to the Director of Clinical Health Services, Care Coordination, this remote position requires the selected candidate to live within the state of Texas. The Senior Manager will provide oversight and leadership for arenaflex Better Health Texas Manager(s), ensuring the development of high-performing teams and the seamless operation of care management and care coordination activities across the full continuum of care — assessment, planning, implementation, coordination, monitoring, and evaluation.
Key Responsibilities
- Lead the clinical team in supporting timely health risk screenings, comprehensive assessments, individualized care plan development, and member interventions aligned with the arenaflex Better Health Risk Stratification Level System and Texas contractual requirements.
- Serve as the primary liaison with regulatory and accrediting agencies, as well as other health specialty units, ensuring full compliance and proactive communication.
- Act as a subject matter expert, professional resource, and business partner across multiple functional areas within arenaflex.
- Champion quality improvement programs through effective execution, measurement, and continuous refinement.
- Develop, implement, and evaluate clinical and operational policies and procedures that address complex business challenges.
- Coordinate program execution and clinical outcomes to ensure alignment with strategic goals and contractual obligations.
- Apply deep knowledge of regulations, standards, and policies that govern clinical management within Medicaid managed care.
- Communicate effectively in both written and oral formats with internal stakeholders and external constituents, including state regulators, providers, and members.
- Evaluate and interpret data to monitor staff performance, ensure regulatory compliance, and identify opportunities for new programs and process improvements.
- Assess developmental needs of team members and collaborate with leadership to design and implement action plans that build high-performing teams.
- Lead all administrative responsibilities in accordance with established arenaflex standards for team management.
- Participate in recruitment and hiring processes, using clearly defined criteria for education, experience, technical, and performance capabilities.
- Establish, monitor, and clearly communicate performance expectations across the team.
- Support the management of complex physical and behavioral health cases, applying clinical expertise and cultural competence.
- Lead regularly scheduled one-on-one and team meetings focused on member service delivery, administrative excellence, and productivity standards.
- Serve as the Care Management subject matter expert for arenaflex Better Health of Texas Medicaid and contract requirements.
- Ensure Care Management compliance with all contract requirements and identify opportunities to implement best practices and innovative approaches.
- Consistently model change agent behavior and lead organizational change initiatives.
- Maintain compliance with arenaflex policies and procedures and ensure team-level implementation.
- Ensure care management, care coordination, and disease management are fully integrated into population health and quality improvement activities.
- Responsible for internal and external metrics, including member engagement goals and state contract requirements.
- Support state audits, NCQA accreditation activities, and Clinical Strategy development for Requests for Proposals (RFPs).
Required Qualifications
- Active, unrestricted Texas state license in a relevant clinical discipline (e.g., RN, LPC, LCSW).
- Minimum of 7 years of clinical experience in a relevant specialty area.
- Minimum of 7 years of management or supervisory experience.
- Demonstrated care management experience across physical and behavioral health.
- Comprehensive knowledge of regulations, standards, and policies related to clinical management in a managed care environment.
- Proficiency in computer systems, keyboard navigation, and Microsoft Office Suite applications (3+ years of experience).
- Bachelor's degree required for RN licensure, or Master's degree in social services or clinical counseling for behavioral health licensure.
Preferred Qualifications
- Prior managed care experience.
- Certified Case Manager (CCM) credential.
- Direct Texas Medicaid experience, specifically with STAR and CHIP programs.
- Experience supporting NCQA accreditation and state audit processes.
- Demonstrated success leading remote or distributed clinical teams.
