The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence. DES is seeking an experienced and highly motivated individual to join our team as a Program Project Specialist 2 with the Rehabilitation Services Administration (RSA). This position is responsible for overseeing and managing complex, long-term projects while assisting Leadership with strategic initiatives, operational planning, and project implementation. Responsibilities include monitoring project progress, resolving issues, providing leadership updates, and developing reports, metrics, and other project documentation. Travel will be required for State business. If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on State business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on State business shall maintain the statutorily required liability insurance (see Arizona Administrative Code [A.A.C.] R2-10-207.11). This position may offer the ability to work remotely, within Arizona, based upon the department’s business needs and continual meeting of expected performance measures. Job Duties: Essential Duties and Responsibilities include but are not limited to:

  • Develop and manage complex projects that support leadership priorities, strategic objectives, and organizational goals.
  • Coordinate programs and special initiatives to achieve breakthrough objectives, annual improvement priorities, and key performance outcomes.
  • Assist leadership with planning, implementing, and evaluating statewide programs, operations, and strategic initiatives.
  • Prepare executive summaries, reports, presentations, and other project documentation for leadership and stakeholders.
  • Promote continuous improvement by monitoring project performance, evaluating effectiveness, and identifying opportunities for operational enhancements.

Knowledge, Skills & Abilities (KSAs): Knowledge in:

  • DES policies and procedures.
  • Group processes and how to achieve desired results and outcomes.
  • Government practices, data collection, data analysis, data interpretation.
  • Microsoft Office and Google Applications.
  • Diverse software programs that may be used to develop business deliverables.
  • Effective presentation skills.

Skill in:

  • Team building and negotiation skills for accountability and consensus building.
  • Exercise appropriate judgment to establish priorities and resolve complex matters.
  • Identify and mitigate project and organizational risks.
  • Interpretation and application of complex Federal and State laws and regulations.
  • Planning, directing, and monitoring group processes.
  • Determining logistics and time frames.

Ability to:

  • Work and resolve complex problems.
  • Respond quickly and effectively to resolve planning, program, and audit related items.
  • Take information and propose or implement solutions.
  • Prepare well organized reports, deliverables.
  • Plan, evaluate, and direct the activities of professional staff.
  • Effectively communicate ideas verbally and in writing.

Selective Preference(s): The ideal candidate for this position will have:

  • A bachelor’s or graduate degree in Social Services, Public Administration, or Business Administration is preferred.
